In Panaji, the high court of Bombay at Goa has ordered the prompt initiation of the process for regular promotion to the role of principal at Shree Ganesh Higher Secondary School, Ganeshpuri-Mapusa, stating that an "officiating charge" cannot be indefinite. This process should involve convening the departmental promotion committee, with a directive for completion within two months. Following the retirement of the former principal on July 31, the court has instructed the school management to consider assigning the officiating charge to Shilpa Pai Panandikar based on seniority, and to issue orders within ten days. Rui Gomes Pereira, representing the school, explained that Sandeep V Palni was given the officiating charge due to his science background as the school was newly introducing science subjects. However, the court emphasized that seniority should take precedence when assigning officiating responsibilities, regardless of subject expertise.Giving due consideration to the importance of seniority and proper process in assigning officiating roles, the High Court highlighted the need for following the established rules and regulations. Shilpa, who sought the officiating charge of principal, sought legal assistance from senior counsel S.D. Lotlikar to argue her case in court. The High Court emphasized that Rule 86 of Goa Education Rules 1986 mandates promoting the most senior teacher to the position of principal in case of vacancies at higher secondary schools. It stressed the importance of adhering to this rule to ensure fairness and recognition of seniority.
